Minutes of the Parish meeting held on Wednesday 15th March 2006 at 7.00pm in The Nelson room of the Village Hall.			ACTION

Apologies Apologies were received from Mrs Liz Allen, Mr David Pointer, Mr Peter Workman and Mr Michael Windridge.
Minutes of the previous meeting The minutes of the previous meeting held on 15th March 2005 were unanimously approved before being signed by the chairman.
Matters arising from the previous minutes Other than were indicated below there were no issues raised from points discussed last year, however a report on each point is included for completeness.
Footpaths Extra signage is required for the three paths running off Lower Lane			HR
Horse Chestnut Tree A site could not be found for this tree.
War Memorial The large flints around the War Memorial have been kept in place and the soil border was there to aid grass cutting.
Roland Drive Streetlights The new streetlights have been installed and are operational. They were agreed to be an improvement on the previous ones. Mr Hook to check that the timers have been adjusted to ensure the lights turn off at the appropriate time.			DH

Footpaths Miss Emery enquired as to the legality of the erection of barbed wire fences next to public footpaths and why the path had been fenced off on the footpath between the Street and Mill Rd. Mr Rose is to investigate.			HR
Hempnall School Mr Deller reported that the governors were not aware of the timescale or the elevation plans for the school as yet. He was however, able to leave some draft elevation plans for the parish council to view. Mr Moulton thanked Mr Deller for his input over the years as a school governor.
Middle School The Clerk was asked to write a letter of disappointment to the head of the Middle School for failing yet again to provide a report.			IN
Community Bus The Clerk was asked to write a letter of gratitude to Mr Davy and the team of volunteers.			IN
Any Other Business
Condition of road surfaces Miss Emery highlighted the poor condition of the road surfaces on Coronation Crescent, Rowland Drive and the junction of the Street and B1527. The Clerk to contact NCC Highways on this matter. It was noted that the Old Market Way roads and footpaths had been very well reconditioned.			IN
20mph Speed limit Mr Lincoln requested a 20mph speed limit for the Street between the church and the school. The problem was also highlighted of cars parking in the mouth of Bussey’s Loke. Mrs Brookes and Mr Deller stated that parents were regularly asked not to park inappropriately and were encouraged to walk children to school. The Clerk was asked to write to NCC to request that they consider a 20mph speed limit but without humps. This should also be considered as part of the proposed school alterations.			IN
