Minutes of the previous meeting The minutes of the meeting on 26th September were amended, approved and signed. |

Public Participation Mrs Lincoln expressed concern about the level of dog fouling in the village, particularly on the pavements in The Street. |

Planning Applications New applications since the last meeting are: Bankmachine Ltd, Hempnall Stores, The
Street, Hempnall - Installation of an automated teller machine – Mr Rose
proposed, Mrs Ashford seconded and it was unanimously agreed to recommend
rejection. Reference to be made to
various SNC IPMs that it would contravene and the ELZ Complete Technical Services Ltd, Hempnall
Stores, The Street, Hempnall - Installation of an automated teller machine
and illuminated sign – Mrs Ashford proposed, Mrs Allen seconded and it was
unanimously agreed to recommend rejection. Reference to be made to various SNC
IPMs that it would contravene and the ELZ. Bankmachine Ltd, Hempnall Stores, The
Street, Hempnall - Installation of an illuminated sign – Mr Workman proposed,
Mr Rose seconded and it was unanimously agreed to recommend rejection.

ELZ. . (Hempnall is classified as a rural dark landscape and Hempnall parish
council is keen to minimise the impact of external lighting in the village.) Mr M Sanders & Mr M Neason as LPA
Receivers for UK Country Capital Ltd, Spring Farm, Spring Lane, Hempnall -
Erection of 2 agricultural workers dwellings – Mr Delf proposed, Mrs Allen
seconded and it was agreed 4 votes for and 3 against that the application be
recommended for approval subject to a viable agricultural/horticultural
business being carried on and the premises being used only for workers of
that business. Martin McColl Ltd, Hempnall Stores, The
Street, Hempnall - Demolition of timber framed, metal clad outbuilding and
alterations to internal layout – Mr Delf proposed, Mr Pointer seconded and it
was unanimously agreed to recommend approval. The clerk
to notify SNC. |

War Memorial traffic protection Mr Rose declared an interest as the work is to be undertaken by NCC with whom his employer May Gurney have contracts. Mr Workman proposed, Mr Rose seconded and it was agreed unanimously to accept the plans submitted by NCC subject to only three posts being installed, one on each of the three corners of the grass area. The clerk to notify NCC. |

Other Information The clerk informed the meeting that Mr Malcolm Dye, ex chairman of the parish council, had passed away at the weekend. He intended to write to his wife, Trixie, expressing the council’s condolences. The clerk said that he would write to the dog warden and present fresh articles to the parish and parish council newsletters re dog fouling. |
